Acheivements are a big part of the experience for me, and just running them as an external program doesn’t give that option. Is there any chance of doing so? I’m sure I managed to get some pirated dlc to work like that once.
Since you apparently already own the main game, accessing the DLC should be a breeze. Steam will still recognize that you have the base free games, so you may be able to unlock the achievements.

Achievements are typically integrated into game platforms and managed by legitimate game installations. Running them externally or using pirated DLC to unlock achievements is not supported and can violate terms of service.
