I worked in a psych hospital for a long time, and I know bipolar mania when I see it. I’m 95% certain the individual who wrote and printed these was in a severe manic episode at the time. I would guess they’re someone well educated. What you see on this paper is a series of loose associations, ideas of reference, and paranoid thoughts, presented with pressured speech in written form.
