The Merkur 34C is a mild razor - probably milder than most other razors. But one can get good shaves out of it with the right technique. The green Astras are good blades (rather on the sharper side), and should pair well with the Merkur.
Assuming you’re a beginner, you may want to get a starter pack of blades and test a bit which blades work for you on which razor.
But yes, it most likely is an issue of technique.
